Deciding whether allow refugees to occupy the Exclusion Zone during the “Exclusion of current and future company” task in Outer worlds 2 puts you in a no-win situation. Literally. There is no joyful outcome in this scenario and there is no way to fix the situation. On the other hand, whatever you choose, it will have no long-term consequences.
We explain below what happens if you move refugees to the Exclusion Zone in Outer Worlds 2 and which choice is the best. Therefore, it contains spoilers regarding the outcome of the quest. And if you get lost wandering around Dorado, keep ours Outer worlds 2 interactive map at hand.
                        Should you move refugees to the Exclusion Zone in The Outer Worlds 2?
               
Once you have all the necessary information about the Matriarch’s Mercy, talk to the Voice of the Displaced near the Exclusion Zone. Administrator Agarwal will appear and ask if you are ready to proceed with the mediation, and then you will need to choose which side you would like to discuss first.
Covering the Order or the refugee side first doesn’t matter, so choose what you like and discuss all the information you find. In our experience, whether or not you fully complete the “Doctors in the Boundaries” subquest has no bearing on what happens next, aside from an additional line of dialogue praising you for helping make the medics’ lives easier.
At the end of the presentation you have three options:

Let the refugees into the zone 
- 
Keep refugees out of the zone 
- 
Don’t do anything 
            What happens if you side with the displaced people?
    
Refugees move to the Exclusion Zone if you side with the Displaced, and you’ll receive beatings, a burst submachine gun, and a slightly better reputation with the Order of the Ascendant. After completing the “Discrete Mathematics” quest on N-Ray Range and returning to Matriarch’s Mercy, you will see that a rockfall has occurred while you were away. Giant rocks fell from the cliff above onto the Exclusion Zone and killed several refugees. Agarwal and the Voice of the Displaced regret that the Order’s prophecies were ignored. However, no one blames you and it doesn’t negatively impact the rest of the story.
            What happens if you side with the Order?
    
Quite a lot less. You’ll get a bigger reputation boost with the Order of Ascension, bits, and a unique armor set. The rocks fall after you end up in the N-Ray Band anyway, but since the refugees weren’t allowed to move into the Exclusion Zone, they don’t die. At least not from the rocks. From a practical point of view, this is a better choice. You are not indirectly responsible for the immediate death of a huge group of people, you get paid for it and the Order likes you more. Win-win.
            What happens if you don’t do anything?
    
Nothing! Both parties are irritated with you and no change occurs. From a narrative perspective, it’s basically the same as siding with the Order, except you don’t get bits, XP, or a reputation boost.
In our experience, your decision or lack thereof makes no difference Outer worlds 2endings. There are dozens of permutations depending on the choices you make throughout the game, so it’s possible for a theme to emerge as a result of one combination of choices or another. However, from what we have seen, there is no mention of refugees or their deaths (or survival) in the end slides.
