The process of obtaining soggy crops is the same as getting soggy carrots. The best plant for shocked crops comes from lightning installations near the crops that you want to mutate, and you can exploit special sprinklers to augment the mass of crops.

The content of the basic seed package is random, although from 49 of them to opening, you will probably get at least one of the possible types of seeds. The end of the 50th request is provided by a premium seed package, which contains the same possible seeds, but with more chances for each type.
