Neither Dugtrio nor its Alolan variant have much to offer when it comes to raids and gyms, but both shiny variants are quite good.

What is the going rate for Diglett and Alolan Diglett in Pokémon Go?

According to venerable research conducted by the now defunct website The Silph Road (via Wayback Machine), the shiny ratio for Pokémon on a normal day is approximately one in 500. Diglett is not a confirmed Pokémon to receive a “permanent buff” (meaning it appears infrequently and therefore receives an increased shiny ratio).

It’s very likely that Alolan Diglett has been permanently buffed, as all of its Alolan friends (like Alolan Vulpix and Alolan Sandshrew) have also been permanently buffed, but this hasn’t been confirmed, so we can’t say for sure.

What can I do to attract more shiny Pokémon?

Unfortunately, not much. It seems to be a coincidence. Shiny Pokémon catch rates are set by developer Niantic and are usually only increased during special events, such as Community Days or Safari Zones, or in Legendary Raids. There are no consumables that enhance Shiny Pokémon rates.
