Binacle is mostly a Pokédex filler Pokémon, as neither it nor its evolution have much operate in PvE or PvP content. It costs 50 Binacle Candy to evolve into Barbaracle, so take what you need and feel free to get rid of the handheld Pokémon.

According to elderly research conducted by the now defunct website The Silph Road (via Wayback Machine), the shiny ratio for Pokémon on a normal day is about one in 500. Binacle is not a Pokémon that gets a “permanent buff” (meaning it appears infrequently and therefore has a boosted shiny ratio).
What can I do to attract more shiny Pokémon?
Unfortunately, not much. It seems to be a coincidence. Shiny Pokémon catch rates are set by developer Niantic and are usually only increased during special events, such as Community Days or Safari Zones, or in Legendary Raids. There are no consumables that augment Shiny Pokémon rates.
